Richard B. Mattox

Richard B. Mattox has served as Press Secretary and Legislative Director in the office of Congressman Bennie Thompson (D-MS). As Legislative Director, Mr. Mattox served as the principal advisor to the Congressman on issues addressed by the Agriculture and Budget Committees, including the 1995 Farm Bill. As Press Secretary, Mr. Mattox developed and implemented Congressman Thompson's public relations strategies.

Mr. Mattox also advised the Congressman on appropriations, education, energy and telecommunications related issues. In addition, when Congressman Thompson served on the former Merchant Marine and Fisheries Committee, Mr. Mattox was responsible for representing the Congressman on maritime and natural resource issues.

As a result of his work for a Congressman that represented a large number of colleges and universities, Mr. Mattox developed a special expertise in providing assistance to these institutions. He played an instrumental role in the successful effort to secure funding for historic preservation at Historically Black Colleges and Universities and in supporting colleges and universities in their grant applications.

Prior to his tenure in Washington, Mr. Mattox was an administrator for a Job Training and Partnership Act youth program in St. Louis, Missouri and served in the U.S. Army Reserves. He currently serves as an adjunct Professor in the Department of Communications at George Mason University. Richard has a B.A. in Communications from Mississippi State University.

Having worked in a congressional district office, in a congressional legislative office and on the staff of a major Committee, Brian Woolfolk has the demonstrated ability to skillfully maneuver the complex environment of the nation's Capital.

Before co-founding Mattox Woolfolk, LLC, Mr. Woolfolk served as a Minority Counsel on the House Judiciary Committee. He was responsible for providing advice and counsel to Members and staff on constitutional, civil rights, environmental, and criminal justice issues. Due to the contentious nature of these issues, Mr. Woolfolk was often called upon to develop legislative strategies, build coalitions, and coordinate grassroots and media campaigns to advocate policy positions. In his capacity as Minority Counsel, he was also charged with providing oversight and monitoring the appropriations process for programs in numerous agencies including the Department of Justice, the Department of Treasury, the Drug Enforcement Administration, and the United States Civil Rights Commission. In addition, Mr. Woolfolk served as a Minority Investigative Counsel during the Impeachment Proceedings of President William Jefferson Clinton.

Prior to his position on the House Judiciary Committee Mr. Woolfolk served as a Legislative Assistant in the Office of Congressman Robert C. "Bobby" Scott of Virginia, currently a member of the House Judiciary and Education and Workforce Committees. When Congressman Scott served on the Science Committee and on its Energy Subcommittee, Mr. Woolfolk was responsible for advising the Congressman on science and technology issues. With both the NASA Langley Research Center and the Jefferson National Laboratory adjacent to Congressman Scott's district, Mr. Woolfolk focused his advocacy on maintaining federal support for the aeronautics and high energy physics research programs housed at these facilities. His legislative portfolio also included advising the Congressman on foreign affairs, transportation, environmental, telecommunications and criminal justice issues.

While attending law school, Mr. Woolfolk served as a troubleshooter in Congressman Scott's District office in Newport News, Virginia. As a troubleshooter on various special projects affecting local interests, Mr. Woolfolk reviewed local government compliance with federal mandates, negotiated amicable agreements between local governments and federal regulators and served as a liaison between local governments and federal agencies. Mr. Woolfolk also assisted localities and area universities in applying for and obtaining federal funding for educational, transportation, public works, criminal justice and housing programs.

Brian Woolfolk received his B.A. in Criminal Justice from the University of Maryland, College Park. He received his J.D. degree from the Marshall-Wythe School of Law at the College of William and Mary. Mr. Woolfolk is a member of the Virginia Bar Association, the American Bar Association and the National Bar Association.
